Is it legal to create content for a commercial game using Autodesk 3DS Max on a public computer, or do I have to buy the software or some sort of license?
$ 3500 seems like a little too much, and I have acess to 3DS Max on a public computer.

Depending what jurisdiction you are in — here in the US you can be raided or jailed for some activities which are legal under our statutes and court precedents because of the recent computer crime laws — and whether you have permission to create content for that game. Companies like ID have long held that users who have paid for legitimate licenses to those games DO have permission to create mods. If your game is a legal copy and there is a website which says you may do it then you can show it to anyone who asks you, and that is a legitimate use for autodesk on any computer. Otherwise I would be more leery.
